The City entitlements required for the project depend on what the ultimate development contains.
For further information, the CR guidelines are available online at http://www.ci.san-
leandro.ca.us/pdf/zoningar06.pdf.
The level of environmental assessment required will also depend on the ultimate development
proposal. The development could be exempt under CEQA; however, it is likely that studies such
as a Phase I and II, traffic, noise, geotechnical, and hydrology, may be required. It will be
necessary to work with the various regulatory agencies, such as the San Francisco Bay
Conservation and Development Commission, the California Regional Water Quality Control
Board, the U.S. Army Corps of Engineers, and the Bay Area Air Quality Management District.
Determining and completing the appropriate level of environmental review will be the Master
Developer's financial responsibility. Staff will work cooperatively with the selected Master
Developer through the entitlement process.
IV.
