Draft RFQ for Master Developer September 24, 2007 <br />• A RFQ will enable the City to select a master developer based on their qualifications and <br />past experience. The developer will then work with the community to develop a <br />proposed plan for the shoreline area which meets the overall needs of the City. <br />• The RFQ process markets the site to a wide variety of development interests in order to <br />secure the most qualified developer. <br />To provide necessary land use information to potential master developers, the City engaged <br />Environmental Science Associates to perform an Environmental and Regulatory Constraints <br />Assessment for the Shoreline -Marina Area. The draft report, which is scheduled for Committee <br />review on November 13, will characterize existing environmental factors, provide information on <br />other Bay Area marinas that have undergone or are contemplating development, and determine <br />the environmental and regulatory constraints based on the policies and procedures of applicable <br />agencies. The report will be forwarded to the Council for information and made available via the <br />City's website for master developer review by the end of the calendar year. <br />The Committee reviewed a draft RFQ for a Master Developer for the Shoreline -Marina Area at <br />the September 11, 2007 meeting. Committee comments have been incorporated into the revised <br />draft which is attached for City Council review and discussion. The RFQ is scheduled to be issued <br />to developers on November 9, 2007 with a submittal deadline of February 1, 2008. <br />The RFQ is divided into the following eight sections: <br />1. Introduction <br />2. Background -Provides general background of the area including size and make-up of the <br />Shoreline Recreational Area, surrounding uses, and access. <br />3. Design and Zoning Information -Includes the General Plan objectives, Commercial <br />Recreational zoning information, and information on the types of environmental <br />assessment which might be necessary. <br />4. Predevelopment Relationship -Details the steps between when a preferred developer is <br />selected and the Council approves a Development Agreement. These steps include: <br />a. Negotiation of a Exclusive Right to Negotiation (ERN), <br />b. Council approval of the ERN, <br />c. Developer due diligence, environmental analysis, economic feasibility analysis, <br />and preliminary design work, <br />d. Council approval of final designs based upon extensive community input, and <br />e. Negotiation of Development Agreement. <br />5. RFQ and Project Schedule - as outlined <br />6. Submittal Requirements - <br />a. Summary of key qualifications, <br />b. Description of Project Team -Including information on all corporations/ <br />development partners, resumes for key personnel, and a project organization chart, <br />
