MINUTES Page ll <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 17, 2007 <br />Field improvements. Councilmember Souza commented on the power breakfast, and stated <br />that it was a wonderful event. Councilmember Souza commented on a news article regarding <br />the new multi-county communication system in which San Francisco and Oakland will <br />participate. She asked if it was competing with the EBRCS. Mayor Santos clarified that the <br />system cited in the news article will be able to communicate with the EBRCS. <br />Councilmember Starosciak agreed with Councilmember Souza that the overpass at Marina <br />Boulevard has been along-standing pedestrian problem. She also concurred with her Council <br />colleagues that the school district needs to declare the development of Burrell Field as a <br />priority and work with the City to move the project forward. Councilmember Starosciak also <br />attended the AC Transit meeting, and commented that it was interesting to see the direction <br />AC Transit is taking. Councilmember Starosciak reported that she attended the League of <br />California Cities general meeting, and voted to approve four resolutions. She reported that <br />ACA 8, the League's eminent domain reform measure, failed to make the ballot. <br />Councilmember Stephens pointed out that Burrell Field is on School District property, and the <br />initiative to improve the field must come from the School Board. Councilmember Stephens <br />commented on what he believes is essential for public transportation to work well: it must <br />clean, safe, flexible, comfortable and cheap. He expressed appreciation for Councilmember <br />Starosciak's point regarding the need to have public transit near employment hubs. <br />Councilmember Stephens requested that City staff send a letter to Caltrans regarding the <br />weeds and debris at the MacArthur Boulevard on ramp. <br />Councilmember Prola participated with his family in the Shoreline Coastal Cleanup at <br />Monarch Bay, and he commented on the amount of Styrofoam out there. He thanked Mike <br />Bakaldin, Delmarie Snodgrass and staff of Public Works for coordinating the event. <br />Councilmember Prola commented in support of the Iraq resolution, and asked if the matter <br />could be referred to a Council Committee. There was no consensus to do so. <br />Councilmember Prola asked the City Attorney how the matter could be referred to a Council <br />Committee. City Attorney Williams commented that since the resolution is not on tonight's <br />agenda, it cannot be voted on. Discussion of the policy regarding how items are referred to a <br />Council Committee could be taken up by the City Council Rules Committee. <br />Mayor Santos commented that he attended the AC Transit meeting, and felt the plan that was <br />presented was not ambitious enough. He concurred with Councilmember Stephens that to be <br />successful, transportation must be free or very inexpensive. Mayor Santos commented on the <br />passing of James Duryea, a renowned San Francisco trial attorney whom he knew personally <br />and held in high regard. Mayor Santos commented that tonight's meeting would be adjourned <br />in memory Jeff Prola, brother of Councilmember Jim Prola. <br />13. ADJOURN <br />The meeting was adjourned at 9:28 p.m. in memory of Jeff Prola. <br />
