Marina Boulevard to the east of <br />Interstate 880 is home to Marina Square, a successful retail center with a Nordstrom Rack, Gap <br />Outlet and Eileen Fisher Outlet, and the San Leandro Marina Auto Row. <br />The Shoreline Area development site, totaling roughly 40 acres, is the area west of Monarch Bay <br />Drive between Marina Boulevard and Fairway Drive. This area consists of two peninsulas <br />encircling the boat harbor and includes the El Torito and Horatio's Restaurants and the Marina <br />Inn. See Map of Development Opportunity on the following page. <br />In the past, three sites, which total approximately 10 acres, have been identified for development. <br />These sites, as well as recommended improvements to circulation, access and parking, planting, <br />lighting, signage and color are detailed in the 2003 Connections Plan which is available at <br />http://www.ci.san-Leandro.ca.us/pdf/MarinaConnectionsPlan.pdf. The Connections Plan was <br />created with specific development sites in mind. At this point, the City is open to exploring <br />development alternatives on 40 acres of City-owned property. In addition to hotel, conference <br />center and restaurant development, alternatives may include the realignment of Monarch Bay <br />Drive to facilitate residential development just east of the road, small water-oriented retail sales <br />and services, a place for community and cultural events and possibly even office space. <br />The RFQ process is intended to identify firms who are qualified to partner with the City on <br />design and development of a mixed-use project on the site. Selected firms may be interviewed <br />with the anticipated date of City approval of an Exclusive Right to Negotiate in Apri12008. <br />III. DESIGN AND ZONING INFORMATION <br />The 2015 General Plan identifies the Shoreline Recreational Area as the "crown jewel" of the <br />City and accurately states that high design standards will be required as future development takes <br />place. <br />The General Plan includes the following objectives for the Shoreline Recreational Area: <br />• "...to attract a mix of water-oriented uses which are compatible with the Marina's <br />recreational character and which enhance its appeal as a destination of East Bay residents <br />and visitors." <br />• Encourage uses that welcome travelers -hotels, restaurants, conference/meeting facility <br />• Establish the Shoreline Recreational Area as a community focal point <br />• Emphasize quality building and landscape design with pedestrian amenities <br />• Pursue streetscape improvements on access roads <br />• Maintain dialogue with neighborhood on future direction <br />The site's General Plan designation is Commercial Recreation (CR). According to the City's <br />Zoning Code, a CR District provides sites for recreation-oriented uses and commercial activities, <br />such as hotels and restaurants that are compatible with water-front recreation and open spaces <br />uses, conveniently located near the marina. <br />Shoreline Marina Development RFQ Page 4 <br />
