MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 1, 2007 <br />Newly-appointed Commissioners Kati Knox and Debra Vandiver took the Oath of <br />Office administered by City Clerk Marian Handa. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers maybe determined and an official record of names <br />and addresses obtained. <br />None. <br />4. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Harold Perez, San Leandro resident, addressed the City Council, commenting on majority <br />rule and the democratic process in local government, the wage rate paid by MV <br />Transportation to its employees, and problems with his neighbor's many dogs. <br />Yvette Rice, San Leandro resident, addressed the City Council, commenting on the <br />rezoning of parcels in Mulford Gardens and associated density issues such as increased traffic <br />and emergency vehicle access. Ms. Rice expressed concern that conditions of approval are <br />not being enforced. <br />John Manuel, San Leandro resident, addressed the City Council regarding a developer's <br />compliance with the conditions of approval placed on projects. Mr. Manuel asked how well <br />developers comply with these conditions, how compliance is monitored, and what protection <br />the community has in the event ofnon-compliance. Mr. Manuel commented on the Board of <br />Zoning Adjustments' monitoring of Waste Management. <br />Diana Gentry, CEO of the San Leandro Chamber of Commerce, addressed the City <br />Council, inviting the Council to the Sausage and Suds Festival on Sunday, October 7. <br />
