Ornelas, Administrative Assistant II Pang <br />Public Present: Councilmember Jim Prola, Jennifer Lin <br />The meeting was called to order at 4:10 p.m. <br />1. Continued Discussion Regarding Recommendations for Implementing the City's Living <br />Wage Ordinance <br />Purchasing Agent Brockman has revised the City's Living Wage Ordinance by making changes <br />on the tips section and clarifying living wage vs. prevailing wage. Line items are already added <br />to bids regarding living wage changes. Finance Committee directed implementation of the <br />City's Living Wage Ordinance guidelines. Councilmember Starosciak mentioned there was a <br />typo in the living wage ordinance on FAQ item 9 that needs to be corrected. <br />2. Discussion Regarding Administrative Guidelines for City Council Community <br />Empowerment Fund <br />Each Councilmember's district and the Mayor's office will be allocated funds annually in their <br />respective budgets. Community Relations Rep. Ornelas has crafted guidelines on how the <br />Empowerment Fund will be incorporated into the City Council Handbook. An adopted list of <br />fund recipients was adopted by City Council Resolution No. 2006-054. Names may be added or <br />removed from this list by City Council Resolution. Vice Mayor Grant mentioned that adding a <br />name onto the list can be a 2-4 week process. She also suggested a recipient funding list, <br />including dollar amounts per fiscal year, be made available for City Council to review on a semi- <br />annual basis. This report can allow City Council to view whom the funds were issued to and <br />purpose for the funds. City Manager Jermanis will bring this topic back to Council for approval. <br />
