MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 15, 2007 <br />reduce odors and increase the use of biodiesel in their trucks. Councilmember Prola also <br />attended the Timothy Drive meeting, and he expressed concerns about the letter which was <br />sent to the residents. He commented on the passage of SB 586, which sets aside $35 million <br />statewide for housing trusts aimed at affordable housing. Councilmember Prola commented <br />that he read a news article which quoted a U.S. Environmental Protection Agency report, <br />showing that many Northern California cities and industrial facilities are dumping more <br />pollutants into local waters than is allowed under the Clean Water Act. The article listed <br />EBDA as exceeding federal limits for coliforum and fecal matter. Councilmember Prola will <br />inquire about this inforn~ation when he attends the EBDA meeting on October 18. <br />Mayor Santos commented on a violation by one of the authority members of EBDA in 2005, <br />which was discovered immediately and remedied. He commented on the cleanliness of the <br />water EBDA discharges into the Bay, and he urged anyone interested to tour the <br />dechlorination facility at the shoreline. Mayor Santos commented on the problem of mercury <br />and other by-products in the water. Mayor Santos commented that he also attended the <br />Timothy Drive meeting, in which the residents brought up traffic concerns and the lack of <br />pedestrian access to Westgate from Timothy. He suggested that staff research the issues <br />expressed at the meeting, and then have another meeting with the neighborhood. Mayor <br />Santos commented that he serves on ACTIA and Councilmember Starosciak serves on the <br />CMA, and he suggested that they both work toward obtaining an extension to the Westgate <br />project to allow more time to research possible design changes. Mayor Santos commented <br />that Supervisor Gail Steele has asked that San Leandro consider a memorial to youth that <br />have died violently, similar to the memorial that the County has erected on Fairmont Ridge. <br />Supervisor Steele has stated her willingness to work with the City on such a memorial. <br />Mayor Santos commented on the abandoned house at Helen and Mitchell, and asked if there <br />is anything the City can do about it. He commented on AB 1091, which provides guidelines <br />for the distribution of Prop 1 C funding, and suggested that it be monitored closely. Mayor <br />Santos commented on the letter he sent to the Athletic Director at San Leandro High School, <br />extending the Council's sympathy to the football team over the tragic loss of their teammate, <br />Greg Ballard, Jr. <br />13.
