At a minimum, the planting plans will be required to have trees, with a minimum size of 15 gallons. <br />The landscape plans shall also include a pallet of flowering shrubs or plants that have colorful foliage <br />and turf and/or ground cover planting. The minimum size for the shrubs would be five gallons and the <br />ground cover would be one -gallon or from flats with the necessary spacing to cover the planter areas <br />in a growing season. Paved patio areas and walkways shall also be included on the plans. <br />Fencing and Paving <br />The new project would adequately include solid wood fencing around the perimeter of the property and <br />along new property lines to separate adjacent private yards from one another. The project would <br />include an enhanced paving plan including individual concrete pavers. <br />CC&Rs <br />A recommended condition of approval would require the developer to draft, for the City's review, <br />Conditions, Covenants and Restrictions (CC&Rs) prior to approval of the Final Map. The CC&Rs <br />will contain language specifying the future property owners' responsibilities as a homeowner's <br />association in managing and maintaining the paved driveway and uncovered parking areas, <br />maintenance of common areas, and the landscaping in front of the homes. In addition, the CC&Rs <br />should include the property owners' individual responsibilities in maintaining their respective patios <br />(rear yards) free of clutter and prohibit outdoor storage, with the exception of normal outdoor patio <br />furnishings and garages remaining useable. Specifically, the CC&Rs should include that the garages <br />remain accessible to two vehicles at all times and shall not to be used for storage or other uses. <br />Affordable Unit Requirement <br />For residential developments of ownership housing of six or fewer units, the Inclusionary Housing <br />Ordinance requirements may be satisfied by paying an in -lieu fee. The fee is the median sales price <br />of a single-family dwelling unit in San Leandro, minus the Affordable Ownership Cost, multiplied <br />by the fractional inclusionary units required. The fractional inclusionary unit required for the three <br />new single-family homes would be 0.45. The duplex units are existing rental units and are not <br />proposed to be converted to ownership units, thus the Inclusionary Ordinance does not apply to <br />them. <br />GENERAL PLAN CONFORMANCE <br />The proposal will attain the following General Plan policies, related to the supply and upkeep of the <br />City's housing stock. <br />Policy 2.05 - Alterations, Additions and In -Fill Ensure that alterations, additions and infill <br />development are compatible with existing homes and maintain aesthetically pleasing <br />neighborhoods. <br />Policy 3.01 - Mix of Unit Types Encourage a mix of residential development types in the City, <br />including single-family homes on a variety of lot sizes, as well as townhomes, row houses, live -work <br />units, planned unit developments, and multi -family housing. <br />Policy 3.04 — Promotion of Infill Encourage infill development on vacant or underused sites within <br />residential areas. <br />Planning Commission Staff Report October 11, 2007 <br />P1 wInnznnnsn PA4P 6 of R <br />
