Work Session <br />Item 1: Roll Call <br />Present: Chair Perras; Vice -Chair Reed; Commissioners Kleebauer, Collier, <br />Dlugosh, Ponder, Wohltmann. <br />Absent: None. <br />Staff: Debbie Pollart, Planning Services Manager and Secretary to the Planning <br />Commission; Elmer Penaranda, Planner II; Stephanie Stuart, Assistant <br />City Attorney; Barbara Templeton, Recording Secretary. <br />Item 6: Work Session <br />(a) Work session on a proposed residential planned development <br />(PRE2006-00004) to retain the existing two-story duplex and to <br />construct three new single-family homes at 240-254 Callan Avenue. <br />The proposed two new homes on the westerly half of the site would <br />be two stories tall. The proposed new home at the northeasterly <br />portion of the site, behind the existing duplex, would be three stories <br />tall. The site is zoned RM1800 Residential Multi -Family District. <br />The applicant would be seeking to rezone the properties to an <br />appropriate residential zoning district with a Planned Development <br />Overlay District. Assessor's Parcel Numbers 77-451-18 and <br />77-451-19; S. Wong c/o V. Leung, V Power Design (applicant and <br />property owner). Work sessions are provided for projects to receive <br />preliminary input from the public and the Planning Commission. <br />Planner Penaranda described the subject property as having a vacant lot (240 Callan) to <br />the left when you face it from Callan, and a two-story duplex (254 Callan) on the right. It <br />is across the street from the Main Library, just east of the downtown San Leandro Plaza. <br />The area surrounded by residential properties, including single-family dwellings and <br />apartments as well as duplexes. Chumalia Street parallels Callan on the north. In 2002, <br />the Board of Zoning Adjustments approved a project to construct a four -unit apartment <br />complex on the property, each with two bedrooms and one bath, garages below. That <br />
