Presentation by Environmental Science Associates on the Draft San Leandro Marina <br />Opportunities and Constraints Analysis <br />City Manager Jermanis introduced Planning Manager Livermore and stated that ESA's report <br />was distributed to all council members and will be made available to the public and <br />developers on-line. Manager Livermore then introduced Gary Oates, President of ESA, and <br />Tania Sheyner, Senior Project Manager for ESA, and shared that ESA has assisted the City in <br />managing the wetlands and Shoreline -Marina Area for the many years. They assisted in the <br />development of Robert's Landing as well as the creation of the Dredge Materials <br />Management Site (DMMS) and mud flat for shorebirds. Gary Oates proceeded to share <br />information regarding additional projects he assisted the City with, such as restoration of the <br />area south of the golf course in 1995. <br />Oates provided an overview of the draft report which included dividing the study areas into <br />five sub -areas to evaluate development constraints and to research other similar marinas. He <br />explained that development on the four sub -areas, excluding the DMMS, was explored and <br />the level of potential constraint was categorized as low, moderate or high. Development of <br />the DMMS ranged for leaving the site as is, restoring it to wetlands, or expanding its use as a <br />regional site. <br />
