D. All utilities and services to the new buildings shall be placed underground. <br />E. Prior to the issuance of building permits for the project, the Applicant shall obtain <br />an Encroachment Permit from the Engineering and Transportation Department for <br />any work within the public right-of--way. The new driveways shall be constructed in <br />accordance with City's Standard Plans. <br />F. Public Utility Easements shall be provided over the private driveway to serve the <br />project. <br />G. Applicant shall remove any broken curb and gutter along the full project frontage <br />along Wayne Avenue, Pacific Avenue and Davis Street, and shall construct new <br />City standard sidewalk, curb and gutter in the same location and alignment as the <br />existing curb and gutter. <br />H. The Urban Runoff Clean Water Program requires that all runoff be treated to <br />remove sediment and water borne pollutants prior to discharge into a public <br />facility. On projects of this type, this can typically be handled by directing runoff <br />through landscaped areas or grassy swales. The driveway shall be graded to <br />collect the rain water and filter through bioretention in the landscape area on the <br />Wayne Street. Also, all the downspouts shall be filter through the landscape area. <br />I. Sewer cleanouts should be provided at the property line. <br />J. Prior to approval of the Final Map, the Subdivider shall submit for approval by the <br />City Engineer, an estimate of the cost of all work and improvements to be <br />performed, both within the public rights-of--way and the project boundaries. <br />K. Prior to the approval of the Final Map, the Subdivider shall provide the City <br />Engineer with an updated Preliminary Title Report, prepared within three months <br />prior to the submittal of the Final Map to the City Engineer for review, for all lands <br />contained within the boundary of the Final Map. <br />L. All typical street fixtures, including but not limited to fire hydrants, electroliers, <br />signs, and utility boxes, shall be located within the P.U.E.. Where not feasible due to <br />water table or other reasons, appurtenant equipment for underground utilities shall <br />be placed in areas screen by landscaping. <br />M. The Fire Department shall approve in writing, the parking plan and plan for <br />marking red curbs establishing no parking area throughout the development. <br />N. During construction, the Fire Department requires access to the project site and <br />open space for possible response to fire and medical emergencies. Prior to grading <br />permit approval, a plan for emergency access shall be submitted to the Fire <br />Department for review and approval. <br />Agreement to Conditions July 18, 2005 <br />PLN2005-00049 Page 13 of 17 <br />
