of each of the units so as to give each unit an individual and independent <br />appearance from the adjacent unit(s). <br />D. Prior to issuance of building permits, a final plan illustrating decorative paved <br />areas such as the entry driveways, in front of the garage doors, the uncovered <br />guest parking spaces and the patios shall be submitted. The decorative paving <br />bisecting the rear alleyway shall be designed as a "raised-shelf ' as a traffic <br />calming device, details subject to the review and approval of the City Engineer. <br />The decorative paving shall be colored concrete or textured concrete pavers, the <br />design and details are subject to the review and approval of the Community <br />Development Director and the City Engineer. <br />E. Prior to issuance of building permits, the improvement plans shall include the <br />replacement of the pavers finishing the four tree wells along Davis Street with cast <br />iron tree grates meeting the City Engineer's current street tree well standards. <br />F. Prior to issuance of building permits, the improvement plans shall include the <br />relocation of the two perpendicular parking spaces along the Wayne Avenue <br />portion of the project to the opposite side of the Wayne Avenue driveway. The <br />former parking area shall be enlarged by additional landscaped setback between <br />Wayne Avenue and the edge of the residential building. Final parking and <br />landscaping details shall be subject to the review and the approval of the <br />Community Development Director and the City Engineer. <br />IV. MITIGATION OF ENVIRONMENTAL IMPACTS <br />A. All mitigation measures indicated in the Mitigated Negative Declaration shall be <br />included and are hereby incorporated as Conditions of Approval. (They are listed <br />below as letters B. through L.). Said mitigation measures are also listed in the <br />Mitigation Monitoring Plan and the developer shall comply with and implement <br />all provisions of said Mitigation Monitoring Plan. <br />B. Prior to Final Map approval, the applicant shall submit a site-specific final <br />geotechnical report, to be reviewed and approved by the City Engineer and Chief <br />Building Official. Any recommendations contained in the report shall become <br />conditions of approval and be included on the plans submitted for building permit <br />approval. The applicant shall also submit all information, including a Grading Plan <br />accompanied by Soils Engineering and Engineering Geology Reports, in accordance <br />with requirements of the City of San Leandro Municipal Code Title VII, Chapter 12, <br />prior to issuance of a grading permit. <br />C. Prior to issuance of grading permits, an erosion control plan shall be developed for <br />the site in order to minimize any erosion that may occur during grading. Protection <br />measures may include implementing silt fencing, hay bales and/or sand bags.
