itilid-"Icrm 1Zcvi~;~~ [4] iti~~~~ers-ther 29, 2007 <br />• Redevelopment of the former Albertsons/Deans Food complex on Marina Boulevard. at <br />Merced Street <br />• Completion of Bayside Business Park at the easterly end of Davis Street. <br />• Marketing of the Westgate Center to support its long-term viability. <br />• An agreement with Vila Cereja on MacArthur Boulevard for facade improvements to the <br />restaurant; and a reimbursement agreement for environmental assessment costs <br />associated with another redevelopment project on MacArthur Boulevard. <br />• Implementation of Phase I and Phase II of the Doolittle Drive/Airport Gateway <br />Streetscape enhancement program. <br />• Facilitation of the planning process for improvements to the I-880 interchanges at Marina <br />Boulevard and Davis Street. <br />• Completion of Phase I of the MacArthur Boulevard Streetscape Master Plan in 2006 and <br />continued planning for Phase II of the project. <br />• The acquisition of land for the firture construction of Eden Road. <br />Housing Goals Achievement Summary: The specific housing programs and initiatives <br />undertaken to date in pursuit of the hmplementation Plan objectives follow. <br />CCRL was amended in 2005 to revise the Low Moderate Housing Fund (LMHF) formula <br />that sets the maximum amount of funds to be expended for affordable senior housing <br />over the Ten-Year Expenditure Plan period (2004-14). Consequently, the maximum <br />expenditure and unit production limits for senior housing increased significantly. The <br />Agency is currently below the limits and therefore in compliance. <br />The Agency has expended and committed LMHF monies for two new affordable rental <br />housing developments in the Joint Redevelopment Project Area: 67 very low income <br />units at Casa Verde, and 50 very low income units of proposed senior rental housing on <br />East 14th and Estabrook Streets. Both projects have been instrumental in helping the <br />Agency comply with expenditure and affordable housing production requirements <br />The Agency continues to exceed its inclusionary housing obligations under CCRL for <br />very low and low/moderate income housing units in its three redevelopment project <br />areas. The Agency currently has a surplus production bank of 115 very low income and <br />four low/moderate income housing units dating back to 1994. <br />Current Redevelopment Agency Policy <br />The Mid-Term Review of the Implementation Plan is required to comply with CCRL. <br />Previous Redevelopment Agency Actions(s) <br />The Agency Board approved Resolution 2004-023 RDA adopting the San Leandro <br />Redevelopment Agency 2004-2009 Implementation Plan on December 6, 2004. <br />City CounciURedevelopment Agency Committee Review and Action <br />• The Business and Housing Development Committee received a report on the Mid-Term <br />Review of the San Leandro Redevelopment Agency 2004-2009 Implementation Plan on <br />November 8, 2007. <br />• The West San Leandro/MacArthur Redevelopment Advisory Committee reviewed this <br />item on October 17, 2007. <br />
