DRAFT MINUTES <br /> Page 6 <br />November 19, 2007 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />M/S/C Starosciak and Stephens. Ayes: 6; Noes: 0; Abstain: 1 (Grant) <br /> <br />Resolution No. 2007-144 <br />8.D. , Resolution Adopting Community Empowerment Fund <br />Guidelines into the City of San Leandro Council Members Handbook (establishes <br />guidelines for use of funds to assist with community projects and events). (2850) <br /> <br />Councilmember Starosciak stated that she would like to add to the list of groups <br />approved to receive funds. <br /> <br />Mayor Santos commented that soon after assuming office, he was inundated with <br />funding requests. He stated that he has conducted several tours of City Hall and <br />provided lunch to the participants, and has paid for the lunches himself. <br /> <br />Councilmembers inquired about adding various groups affiliated with the schools, as <br />well as homeowner associations. Mr. Jermanis suggested that the Council provide him <br />with the names of organizations they would like to add, and he would work with staff to <br />expand the list. He indicated that the Empowerment Fund guidelines would take effect <br />in January. <br /> <br />Councilmember Prola stated that he planned to use the remainder of the District 6 <br />Empowerment Funds for the Davis Street Family Resource Center holiday food baskets. <br /> <br />M/S/C Starosciak and Prola. Ayes: 7; Noes: 0 <br /> <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Report on Closed Session Actions Taken <br /> <br />Ms. Williams announced that a closed session would be held immediately following <br />reported out at the next regular City Council meeting. <br /> <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Councilmember Prola reported on the November 15 meeting of the East Bay <br />Dischargers Authority. He reported on an agreement with the Administrative <br />Assistant, the progress of the effluent pump station construction, and the possible <br />implementation of a mercury source reduction program. Mayor Santos inquired about <br />the treasurer responsibilities for EBDA. Mr. Jermanis stated that a proposal will be <br />brought to the City Council and EBDA to appoint the San Leandro City Manager or his <br /> <br />
