DRAFT MINUTES <br /> Page 7 <br />November 19, 2007 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />designee as the interim treasurer of EBDA. Mr. Jermanis commented that it would be <br />best if one of the member agencies served as treasurer/controller of EBDA in order to <br />provide more independent financial oversight of the agency. <br /> <br />Councilmember Gregory reported on the November 15 Alameda County Fire <br />Commission meeting. Deputy Fire Chief Rocha provided a report on the $70 million in <br />capital budget requests for the fire stations which do not meet seismic requirements. <br />Mr. Jermanis noted that all of San <br /> <br />Councilmember Gregory reported that he attended a meeting of the Alameda County <br />Mayors Conference on November 14 with City Manager Jermanis. There was <br />discussion at the meeting regarding the possibility of reopening Interstate 580 to truck <br />traffic. <br /> <br />Vice Mayor Grant reported that the Waste Management Administration and <br />Organization Committee will meet on November 28. She stated that she will attend the <br />meeting in the morning and Mayor Santos will attend the Board meeting in the <br />afternoon. Mayor Santos reported that he was asked by the Committee what San <br />Leandro planned to do with its dredged spoils if dredging occurred. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />Vice Mayor Grant reported that she attended the National League of Cities Congress of <br />Cities and Exposition in New Orleans from November 13-17, 2007. She reported that <br />while at the conference, she volunteered for a Habitat for Humanity project. Vice <br />Mayor Grant commented that it was one of the better conferences put on by the NLC, <br />with community service opportunities and great speakers. She attended seminars on <br />crime prevention strategies for youth and financial stability for families. Vice Mayor <br />Grant reported that the new NLC President is Cynthia McCollum, an African American <br />Councilwoman from Madison, Alabama. <br /> <br />Councilmember Souza reported that this was her first NLC conference, and she found it <br />to be very informative and worthwhile. She stated that it gave her the opportunity to see <br />how cities around the country face challenges similar to ours. Councilmember Souza <br />reported that she attended a lively seminar on immigration with Vice Mayor Grant, as <br />well as one on revitalizing downtown and another on the role of City leadership in <br />relationships with public schools. She volunteered to work on a playground at Joe <br />Brown Park in an area of New Orleans that is still recovering from the devastation of <br />Hurricane Katrina. Vice Mayor Grant commented on the immigration seminar, noting <br />that it was not a comfortable discussion. <br /> <br />Mayor Santos reported that he attended the NLC conference as well. He commented on <br />the difficulty New Orleans has experienced in receiving reimbursement from FEMA, as <br />well as the dramatic drop in its population. Mayor Santos remarked that it was one of <br />the finest conferences he has attended, and he brought back several publications from <br />the conference to share with staff and his Council colleagues. <br /> <br /> <br />
