He <br />believes the citizen appointee to the Noise Forum should be a rotating position. <br />Wafaa Aborashed commented she still has concerns regarding homeowners being required to <br />bring their homes up to code before being allowed to participate in the insulation program. She <br />feels that the citizen appointee to the Noise Forum should be more responsive to the <br />community and communicate more with area residents. <br />5. Committee Member Comments <br />Mayor Santos commented on a discussion the Committee had with the Port's Aviation <br />Committee at the last joint Committee meeting on October 29 regarding the City's concerns <br />with the proposed residential development at Bay Farm Island. Port staff assured the City that <br />the development would not impact flight operations or patterns at the airport, that the <br />conditions of approval for the project are requiring that the development have its own noise <br />management office to deal with air traffic complaints, and that the deeds to the property will <br />have avigation easements attached. The development should not affect the progress that San <br />Leandro and Alameda have made with the airport in addressing noise issues. <br />Councilmember Prola reported that he has asked the Noise Management Office to provide <br />noise comparison data to the South Field group for comparison of current noise levels with <br />years past. He commented on a recent report he read comparing the benefits and impacts of <br />airport developments. He also commented on a report he read that indicates the EPA has <br />determined any airport noise over 55dB is unhealthy. <br />Councilmember Starosciak asked to see another sample of the noise incident reports the North <br />Field Group receives on a regular basis. <br />6.
