prescribed in Sections 15064.5 and 15126.4 of the California Environmental Quality <br />Act. <br />LL. Prior to approval of Final Map, the developer shall submit a plan identifying the <br />financial responsibility for complying with each mitigation measure and <br />identifying the methods with which each measure will be implemented and shall <br />post a bond or other acceptable security ensuring the implementation of all <br />mitigation measures. To the extent that the City or any other governmental <br />agency is responsible for supervising or implementing any of the mitigation <br />measures specified in the Mitigation Monitoring Plan, the City or the <br />governmental agency shall charge the applicant for actual costs incurred. As <br />regards the City, the charge for actual costs may be based upon the standard fee <br />schedule for such purposes. Should the City or other governmental agency be <br />unable to sufficiently staff such responsibilities it may, at its discretion, retain <br />outside services which shall be paid for by the developer based upon invoices <br />received. <br />V. PROJECT SITE IMPROVEMENTS <br />A. All garage doors shall be a roll-up sectional type with windows or simulated <br />windows on the top sections of the doors. <br />B. All garages shall have electronic, remote control garage door openers. <br />C. The minimum distance between the garage door and the inside edge of the <br />sidewalk shall be 18 feet, details subject to approval of the Community <br />Development Director. <br />D. All electrical, gas, and water meters shall be located such that they will not be <br />visible from the street or courtyard driveway, or these units shall be screened or <br />enclosed. <br />E. Within the habitable areas of the dwellings, exterior sound transmission control <br />measures shall be provided to prevent the intrusion of exterior noise. Prior to <br />approval of building permits, the developer shall submit evidence that interior <br />noise levels attributable to exterior sources will not exceed 45 dBA in any <br />habitable room. <br />F. Prior to approval of the final building plans for building permits, the developer <br />shall submit evidence that all residences comply with Title 24 Code, to the <br />satisfaction of the Building Official. <br />G. All house plans shall be engineered by a registered structural engineer retained by <br />the developer.
