DRAFT MINUTES <br /> Page 8 <br />December 17, 2007 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />would receive a refund if the shuttle service was discontinued. Mr. Jermanis noted that <br />the BID assessment is billed in January and covers the 2007-08 fiscal year, and the <br />July-December 2007; therefore, there would be no need to make refunds to businesses. <br />discussion to the Facilities and Transportation Committee is a good one, as she and <br />Councilmember Souza are both members of that committee. She clarified that it is not <br />her intention to eliminate transportation for those who need it; rather, she is interested in <br />finding the most effective funding mechanism for an excellent transportation program. <br />Councilmember Starosciak stated that she feels the Council needs to set its expectations <br />higher for the San Leandro Transportation Management Organization. <br />Councilmember Starosciak made a substitute motion to accept the Annual Report <br />and refer further discussion of the BID assessment to the Facilities and <br />Transportation Committee. Furthermore, no increase in the BID assessment <br />would be made, and any budget adjustment necessary to offset revenues not <br />received through an increase in the BID assessment would be deducted from the <br />budget contingency.
