DRAFT MINUTES <br /> Page 9 <br />December 17, 2007 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Starosciak asked why a member is being added to the Disaster Council. <br />Mayor Santos noted that most Council committees have three members, and adding a <br />member to the Disaster Council would make it a three-member committee as well. <br />Councilmember Starosciak asked whether the requirement can be removed that the vice <br />mayor be the vice chair, so that either member, other than the mayor, could serve as vice <br />chair. <br /> <br />City Attorney Williams commented that the purpose of having the vice mayor as vice <br />chair may have been for the purpose of succession, and that in the event the mayor was <br />not available, the vice mayor would assume the responsibility. <br /> <br />Councilmember Starosciak made a motion to amend the ordinance, removing the <br />requirement that the vice mayor be designated as vice chair of the Disaster <br />Council. The motion was seconded by Councilmember Souza. <br /> <br />Passed to print as amended <br /> <br /> <br />M/S/C Starosciak and Souza. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Presentation by Godbe Research on Results of the Revenue Measure Feasibility Survey <br />(provides evaluation of public and registered voter support for a parcel tax measure to <br /> <br /> <br />Mr. Jermanis gave background on this item and introduced Brian Godbe and Amelia <br />Caine of Godbe Research. <br /> <br />Mr. Godbe and Ms. Caine gave a PowerPoint presentation, providing an overview and <br />results of the telephone survey of 400 San Leandro voters. Ms. Caine stated that the <br />purpose of the survey was to assess use of the Shoreline Recreation Area, test voter <br />awareness of the boat harbor and dredging and maintenance needs, survey potential <br />voter support for a parcel tax to fund maintenance, and to prioritize community issues <br />based on voter responses. <br /> <br />The survey revealed that a majority of voters are aware of the boat harbor. However, it <br />is among the least used features of the Shoreline Recreation Area by those polled, and <br />keeping the boat harbor open and maintained is a relatively low priority for San Leandro <br />voters. The results of the survey indicate that the City should not pursue placing a <br />measure on the ballot to fund keeping the boat harbor open and maintained. <br /> <br />
