DRAFT MINUTES Page 9 December 17, 2007 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting Councilmember Starosciak asked why a member is being added to the Disaster Council. Mayor Santos noted that most Council committees have three members, and adding a member to the Disaster Council would make it a three-member committee as well. Councilmember Starosciak asked whether the requirement can be removed that the vice mayor be the vice chair, so that either member, other than the mayor, could serve as vice chair. City Attorney Williams commented that the purpose of having the vice mayor as vice chair may have been for the purpose of succession, and that in the event the mayor was not available, the vice mayor would assume the responsibility. Councilmember Starosciak made a motion to amend the ordinance, removing the requirement that the vice mayor be designated as vice chair of the Disaster Council. The motion was seconded by Councilmember Souza. Passed to print as amended M/S/C Starosciak and Souza. Ayes: 6; Noes: 0; Absent: 1 (Grant) The City Council recessed from 8:15 p.m. to 8:20 p.m. 10. ACTION ITEMS Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the Mayor. A. Presentation by Godbe Research on Results of the Revenue Measure Feasibility Survey (provides evaluation of public and registered voter support for a parcel tax measure to Mr. Jermanis gave background on this item and introduced Brian Godbe and Amelia Caine of Godbe Research. Mr. Godbe and Ms. Caine gave a PowerPoint presentation, providing an overview and results of the telephone survey of 400 San Leandro voters. Ms. Caine stated that the purpose of the survey was to assess use of the Shoreline Recreation Area, test voter awareness of the boat harbor and dredging and maintenance needs, survey potential voter support for a parcel tax to fund maintenance, and to prioritize community issues based on voter responses. The survey revealed that a majority of voters are aware of the boat harbor. However, it is among the least used features of the Shoreline Recreation Area by those polled, and keeping the boat harbor open and maintained is a relatively low priority for San Leandro voters. The results of the survey indicate that the City should not pursue placing a measure on the ballot to fund keeping the boat harbor open and maintained.
