EXHIBIT A
SCOPE OF SERVICES
1.0 SERVICE OVERVIEW
The information below describes the most current status of the paratransit program. Depending
on the funds available, and the cost of service, these parameters may be expanded or reduced. [t
is the desire of the City of San Leandro to maximize the level of service that can be provided for
the fixed funds available.
The Flex Shuttle service includes the Shuttle Bus, Curb-to-Curb (CTC) Service, Out-of--Town
Medical Trips (OTMT) and Interim Service. Group Trips are also offered through the paratransit
program.
I.0.1. Shuttle Bus
The Flex Shuttle Bus operates on a one-hour and ten minute loop using a Iift-
equipped 22 passenger bus that accommodates 2 wheelchairs. Scheduled time points
are established at key locations within San Leandro. The scheduled time points form
a "one-way loop" and serve as formal bus stops for passengers to use the service as
walk-ons, not requiring a reservation.
There are currently thirteen (13) shuttle stops at specific locations within the city
limits Pi ure 1 Shuttle stops may change within the contract period to meet
demand. Changes will be made in consultation with the Consultant. The CITY shall
be solely responsible for the identification, design, placement and maintenance of
any fixed-stop locations.
The service began as a deviated-route service, allowing the shuttle to deviate off the
route for scheduled pick-up and drop-offs and then return to the scheduled time
points. Although the service has since been modified to a more traditional fixed-
route shuttle, we have found that we have some capacity to deviate off the fixed
route. It is the City's desire to maintain this capability.
1.0.2. Curb-to-Curb Service (CTC)
The Flex Curb-to-Curb service is operated as a standard reservation based service
using alift-equipped 22 passenger bus that accommodates 2 wheelchairs. Eligible
riders call the CONSULTANT to make a reservation to pick them up and drop
them off at a specific location within San Leandro City limits. A trip may be
scheduled up to 5 days in advance. Rides are reserved on a first call, first serve
basis. Same-day reservations are to be accepted as available.
1.0.3.
