Therefore, it is expected that "door-to-door" service will be
provided on an as needed basis to both ambulatory and nonambulatory program participants.
This means that limited stand-by assistance is provided to passengers when necessary to help
them safely get from their door way, into and out of the vehicle, and to negotiate stairs, ramps,
hills, doors and other obstacles that may be in their way as they approach the doorway of their
destination. This could include help carrying up to two (2) grocery bags or small packages.
Stand-by assistance must be provided in a manner that is respectful of the passenger's dignity
and independence while at the same time insuring their safety. Stand-by assistance is also
provided in a manner that does not put other passengers, who are waiting in the vehicle, at risk of
being harmed. Passengers, who are picked up or dropped off at an apartment complex or large
building where the doorway of their destination is not visible and easily accessible to the street,
must make arrangements to meet the driver at a main entrance that is more easily accessed by the
driver.
].4 ADJUSTMENTS TO SERVICE
The CITY and the CONSULTANT may develop other service components or make
adjustments to the service as needs are identified and as resources allow.
