Planning Commission /Board of Zoning <br />Adjustments worksession review has indicated support for these recommendations. <br />TOD Strategy Clean-Up Items <br />The Downtown San Leandro Transit-Oriented Development (TOD) Strategy consisted of a <br />comprehensive land use policy change affecting a'/z mile radius around the intersection of Davis <br />and East 14th Streets. An effort is currently underway to focus on follow-up items that need to <br />be addressed in the City's Zoning Code, as a result of adoption of the TOD Strategy. These <br />changes are focused on the following: Enumerating a density standard for mixed-use residential <br />zoning, clarification of existing Single-Family and Two-Family Residential Uses in the DA <br />Districts and other minor housekeeping actions including replacement of "CD" zoning <br />designations with the DA-1 to DA-6 in miscellaneous Articles of the Zoning Code. Planning <br />Commission /Board of Zoning Adjustments worksession review has indicated support for these <br />recommendations. <br />DRAFT ORDINANCES <br />Please see copies of attached strike-out and red-lined versions of the Zoning Code language. <br />ENVIRONMENTAL ANALYSIS <br />The proposed ordinances for the adoption of Zoning Code amendments related to various use <br />regulations and development standards changing the Fences, Walls and Hedges standards, <br />allowing limited on-line auto sales and changes prompted by the Transit-Oriented Development <br />(TOD) Strategy are exempt from environmental review under the California Environmental <br />Quality Act pursuant to Section 15061 (b) (3). This is because the proposed ordinances have no <br />potential for causing a significant effect on the environment. These ordinances do not, in <br />themselves, allow the construction of any projects and therefore, have no potential for resulting <br />in physical changes in the environment, directly or ultimately. <br />PUBLIC OUTREACH <br />Legal requirements for notification of this meeting included publication of a legal notice in the <br />Daily Review and posting of the meeting agenda at City Hall a minimum of 72 hours in advance <br />of the meeting date. Notices were also mailed to a total of four interested property owners, the <br />San Leandro Chamber of Commerce and to the City's list of Homeowners Associations.
