Section 14: Environmental Review. <br />This Ordinance does not itself approve or allow the construction of any project and, <br />therefore, has no potential for resulting in a physical change in the environment, directly or <br />ultimately. Therefore, adoption of this Ordinance is exempt from environmental review under <br />the California Environmental Quality Act pursuant to Public Resources Code section 21065 <br />based on the finding that this Ordinance is not a "project" within the meaning of Section 1537$ <br />of the State CEQA Guidelines. The adoption of this Ordinance is further exempt from <br />environmental review pursuant to Section 15305 of the State CEQA Guidelines, because it is a <br />minor change in land use regulations that will not result in any changes to underlying zoning <br />standards. <br />Section 15: Effective Date and Publication. <br />This ordinance shall take effect thirty (30) days after adoption and the title thereof shall <br />be published once prior to adoption. <br />Section lb: Severability. <br />If any section, subsection, subdivision, paragraph, sentence, clause or phrase of the <br />ordinance is for any reason held to be unconstitutional, invalid, or ineffective by any court of <br />competent jurisdiction, such decision shall not affect the validity or effectiveness ofthe <br />remaining portions of this Ordinance or any part hereof. The City Council hereby declares that it <br />would have passed each section of the Ordinance irrespective of the fact that one or more of <br />them would be declared unconstitutional or invalid.
