• As part of the Agency's continued work to improve public transit use and <br />the pedestrian environment, the City adopted the Downtown San Leandro <br />Transit-Oriented Development (TOD) Strategy, which is a comprehensive <br />plan for the Smart Growth of downtown San Leandro and the area around <br />the Downtown BART Station. The TOD Strategy supports higher density <br />housing and mixed-use development. A certified EIR provides for the <br />development of 3,431 residential units, 718,000 sq ft of office space, and <br />121,000 sq ft of retail space. Implementation of the TOD Strategy will <br />result in a vibrant, pedestrian friendly downtown that provides a wide <br />variety of services and access to excellent regional public transit. <br />• Construction was completed for the professional office complex built on <br />former Agency property at 1040 Davis Street. This project will bring more <br />office space within 1/3 mile of BART and literally removes blight in the <br />project area. <br />• The Agency continues to facilitate business development efforts and in <br />February, 2006 commenced development of a downtown retail strategy <br />and branding program to attract new retail businesses and restaurants <br />and encourage fapade and building improvements to revitalize the area. <br />Downtown Design Guidelines and Principles will be developed and a <br />marketing campaign for brokers will be launched in 2007-08. <br />• In the Joint Project Area, Old Navy, Staples, Chili's, Starbucks, Jamba <br />Juice and a relocated Chevys opened for business in 2006-07. Additional <br />interior mall improvements are also scheduled. Design work continues for <br />future phases of improvements, all privately funded by mall owner, <br />Madison Marquette. The Bayfair BART/Coelho Drive pedestrian <br />improvement project was completed in fall 2007. <br />• Agency staff has continued to focus on improving the pedestrian <br />connections and parking facilities at, between, and around Bayfair Center <br />and Bayfair BART. Agency staff successfully partnered with BART, <br />Alameda County, and Bayfair Center owners, Madison Marquette, to <br />complete a Transit Oriented Development (TOD) and Access Plan in <br />March 2007. The TOD and Access Plan was funded through a Caltrans <br />grant and will provide the framework for future development and access <br />improvements between the Bayfair Center and the Bayfair BART station. <br />• Design work was completed on the proposed approximatel~r 21,000 sq. ft. <br />Senior Center on Agency owned land at 13909 East 14 h Street. The <br />design includes classrooms, arts and crafts areas, exercise rooms and a <br />large main hall. In addition, the building will be designed to serve as an <br />Emergency Operations Center. Demolition of an existing auto dealership <br />building was completed in 2006-07. Construction began in fall 2007 to <br />improve access to San Leandro Hospital and the Senior Center through <br />
