street realignment, improved traffic light signalization and the creation of <br />median at East 14th Street and 138th Avenue. <br />• In the West San Leandro Project Area, in 2006-07 the Agency provided <br />$100,000 in funding for the San Leandro LINKS. LINKS is a shuttle <br />service started in 2002 to transport employees between industrial <br />businesses and the San Leandro Main BART Station. Ridership has <br />increased over 20% in the past two years from 14,718 monthly <br />passengers in June 2005 to 17,938 monthly passengers in June 2007. <br />• Agency staff has worked with the City's Engineering and Transportation <br />Department to implement the Doolittle Drive/Airport Gateway streetscape <br />enhancement program (Phase I Entry; Phase II Adams to Davis; Phase III <br />Davis to Marina; Phase IV Marina to Fairway). Work on the Doolittle <br />Drive/Airport Gateway Project (Phases I and II) commenced in 2006-07 <br />and is scheduled for completion in FY 2007-08. Design work for the third <br />phase, from Davis Street to Fairway Drive, is complete and design work <br />for the fourth phase will be completed in 2007-08. <br />• Agency staff entered into two redevelopment agreements in 2006-07 in <br />order to better facilitate redevelopment. Specifically, the Agency entered <br />into an Owner Participation Agreements with John Francisco for the <br />redevelopment of 1045 MacArthur Boulevard (the Vila Cereja Restaurant), <br />and White House Catering for redevelopment of 599 MacArthur <br />Boulevard. <br />• The Agency has continued to support the completion of Bayside Business <br />Park as an anchor for the Davis/Eden Road business area. All parcels in <br />the business park have been leased and/or purchased. National <br />Construction Rentals purchased two parcels in 2006-07 and General <br />Foundry purchased the last parcel in fall 2007. <br />• The City adopted a plan line for Eden Road in 2006-07 and the Agency <br />allocated funding for the acquisition of land on for the future construction <br />of Eden Road in 2006-07, which will improve access to bustling Davis <br />Street. The Agency will continue to encourage the development of <br />adjacent properties with value-added industrial and commercial uses in <br />2007-08. <br />Housing <br />The housing objectives of the San Leandro Redevelopment Agency 2004-09 <br />Implementation Plan, City of San Leandro Housing Element, City Housing <br />Strategy for 2003-06 and the City's U.S. Department of Housing and Urban <br />Development (HUD) 2005-2009 Consolidated Plan address the underserved <br />housing needs of households and families in San Leandro.
