At the time of <br />the sale, the property included a dilapidated single family home which was subsequently <br />removed and relocated. The intent of purchasing the property was to clear the site and construct <br />a public parking lot for use in the Downtown Plaza area at a date to be determined in the future. <br />In 2003, East Bay Municipal Utility District (EBMUD), the owner of the property and building <br />at 1595 Washington Avenue (the "Washington Parcel") directly adjacent to the Parrott Parcel, <br />notified the City it was planning to close its business office at that location. By California law, <br />EBMUD was required to offer the property for sale to the local economic development agency <br />before putting it on the open market. Due to its strategic location in the heart of downtown, the <br />Redevelopment Agency ultimately purchased the Washington Parcel. <br />In 2005, a Request for Proposals was released to solicit development proposals for both the <br />Parrott Parcel and the Washington Parcel. As a result of this process, six development proposals <br />were received and two developers were selected for interviews to further discuss their <br />development proposals. With the consent of the Business and Housing Development <br />Committee, staff entered into an Exclusive Negotiation Agreement with the John Benjamin <br />
