Discussion Regarding Marina Boulevard/I-880 Interchange Improvements <br />Keith Cooke gave a PowerPoint presentation regarding the Marina Boulevard/I-880 <br />Intersection Improvements. The improvements, including the widening of the <br />interchange as well as the design of a new bridge, are necessary to meet future <br />transportation needs due to development in the area. Kaiser has purchased the 65-acre <br />Albertson's site and is going to develop the site for hospital, retail and residential use. <br />Developments are required to provide their fair share of the cost for traffic improvements. <br />The City will determine the fair share by examining traffic in the area and will <br />additionally establish an impact fee for future development. The City is still responsible <br />for a portion of the cost for the interchange. About 32% of the improvement cost will be <br />the responsibility of the public and the City. The other 68% will be the responsibility of <br />the development. The City must arrange for additional funding. <br />2. Discussion Regarding High Occupancy Vehicles (HOV) <br />Keith Cooke continued his PowerPoint presentation and moved on to discuss the HOV <br />lane improvements on I-880. The time frame in which the funds will become available <br />presents a funding challenge for the HOV lane project. The City needs to find a way to <br />forward funds to the Alameda County Congestion Management Agency (ACCMA). <br />Kaiser would like to speed up the process for the Marina Boulevard/I-880 Interchange <br />
