IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2008- <br />RESOLUTION APPROVING FINDINGS FOR <br />VESTING TENTATIVE MAP, TRACT NO. 7767 <br />235 HAAS AVENUE <br />(WOODSIDE APARTMENT COMPLEX) <br />ALAMEDA COUNTY ASSESSOR'S PARCEL NUMBER 76-437-7-1 <br />K. OESTERREICH, DAVIDON INVESTORS (APPLICANT AND PROPERTY OWNER) <br />>h~ndings <br />The City Council of the City of San Leandro finds that the proposed map, together with the <br />provisions for its design and improvements, are as follows: <br />A. The proposed Map will be consistent with the General Plan in that it provides for high- <br />density residential as a compatible use in the area designated for high-density residential <br />development. The existing residential development would be compatible with the <br />existing high-density residential development adjacent and surrounding the property. The <br />proposed plan carries out General Plan Policies 3.01, 53.03 and 56.08 which are to <br />encourage a mix of residential development types in the City, including single-family <br />homes on a variety of lot sizes, as well as townhomes, row houses, planned unit <br />developments and multi-family housing, to require the inclusion of affordable housing, <br />and to allow apartments to be converted to condominiums where tenant relocation plans <br />are provided, the design of the buildings are appropriate for a wide range of residents, <br />and obsolete or inappropriately designed aspects of a site can be raised to a higher <br />standard, respectively. The City Engineer has also determined that Vesting Tentative <br />Map, Tract No. 7767 and the condominium plan are also consistent with the City's <br />Subdivision Ordinance. <br />B. The design and improvements of the proposed condominium subdivision are consistent <br />with the General Plan in that it includes an orderly condominium division of a parcel <br />which is adequately served by streets and with drainage for the existing apartment <br />development. <br />C. The site and its existing apartment complex arrangement are physically suitable for <br />conversion from rental to individual condominium ownership housing. There are no <br />known problems regarding cultural, historical or scenic aspects. The applicant has <br />prepared various reports that discuss the physical condition of the buildings (including <br />building foundations, soil, roofs, walls, mechanical equipment, et cetera) and prescribe <br />measures to assure their continued useful life. <br />
