City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: November 8, 2007 <br />TO: Planning Commission <br />FROM: Elmer Penaranda, Planner II ~,~ <br />SUBJECT: PLN2006-00059; Use Permit for Condominium Conversion; Planned <br />Development Modification; Vesting Tentative Map. The proposed use permit is <br />for the conversion of the Woodside Apartments, 235 Haas Avenue, a 96-unit <br />apartment complex, to condominium ownership. As part of the condominium <br />conversion process the property owner is proposing to redesign the front parking <br />lot to increase the current off-street parking supply, thereby reducing the front <br />landscaped setback and requiring a modification to the planned development. <br />Vesting Tentative Map Tract No. 7767 is proposed to create the subdivision for <br />condominium ownership. Assessor's Parcel Number 76-437-7-1; K. Oesterreich, <br />Davidon Investors (applicant and property owner); RM-1800 (PD) Residential <br />Multiple-Family District, Planned Development Overlay District. <br />SUMMARY AND RECOMMENDATION <br />The property owner proposes to convert the existing Woodside Apartments into condominiums <br />for ownership as individual units. In 1985, the City Council approved a planned development for <br />two four-story apartment buildings comprising 96-units at 235 Haas Avenue. <br />In January 2007, the Planning Commission conducted a work session and heard this matter (the <br />staff report and excerpts of minutes are attached to this report). Since the work session with the <br />Planning Commission, the applicant has completed the following: <br />1. A landscape architect has refined and enhanced the front landscaping and parking lot <br />improvement plans. <br />2. An arborist has completed a tree report making recommendations on which trees can be <br />saved and which trees are necessary for removal. <br />3. The civil engineer has prepared a vesting tentative map and condominium plan. <br />The proposed plans include the required amount of off-street parking. The applicant has also <br />stated that the proposal would include the required amount of washers and dryers for the <br />condominium complex. <br />The proposed condominium conversion is consistent with General Plan policies related to <br />condominium development and affordable housing. The applicant would provide various site <br />improvements including the increased parking supply with redesign, new landscaped <br />
