The proposed use permit is for the conversion of the Woodside Apartments, 235 Haas Avenue, a 96-unit apartment complex, to condominium ownership. As part of the condominium conversion process the property owner is proposing to redesign the front parking lot to increase the current off-street parking supply, thereby reducing the front landscaped setback and requiring a modification to the planned development. Vesting Tentative Map Tract No. 7767 is proposed to create the subdivision for condominium ownership. Assessor's Parcel Number 76-437-7-1; K. Oesterreich, Davidon Investors (applicant and property owner); RM-1800 (PD) Residential Multiple-Family District, Planned Development Overlay District. SUMMARY AND RECOMMENDATION The property owner proposes to convert the existing Woodside Apartments into condominiums for ownership as individual units. In 1985, the City Council approved a planned development for two four-story apartment buildings comprising 96-units at 235 Haas Avenue. In January 2007, the Planning Commission conducted a work session and heard this matter (the staff report and excerpts of minutes are attached to this report). Since the work session with the Planning Commission, the applicant has completed the following: 1. A landscape architect has refined and enhanced the front landscaping and parking lot improvement plans. 2. An arborist has completed a tree report making recommendations on which trees can be saved and which trees are necessary for removal. 3. The civil engineer has prepared a vesting tentative map and condominium plan. The proposed plans include the required amount of off-street parking. The applicant has also stated that the proposal would include the required amount of washers and dryers for the condominium complex. The proposed condominium conversion is consistent with General Plan policies related to condominium development and affordable housing.
