enhancements along the Haas Avenue frontage, new laundry facilities, and interior improvements <br />such as new appliances, fixtures, and paint. The project would provide 14 inclusionary units to <br />satisfy the City's 15 percent affordable housing requirement. The use of the site as <br />condominiums would promote property ownership in San Leandro and should remain as a <br />compatible use to the surrounding development. <br />Staff recommends that the Planning Commission forward the use permit for a condominium <br />conversion, modification to the planned development, and the vesting tentative map and <br />condominium plan to the City Council with a recommendation for approval subject to the <br />attached recommended conditions and findings. <br />SURROUNDING AREA AND BACKGROUND <br />The subject property is developed with a 96-unit apartment complex encompassing <br />approximately 1.84 acres fronting Haas Avenue and backing up to the San Leandro Creek to the <br />south (Planned Development, PD-85-2). The subject property has 237 feet of frontage on Haas <br />Avenue and an average depth of 400 feet. The apartment complex consists of two four-story, 41- <br />foot tall buildings over a depressed parking garage. The buildings are oriented in an east/west <br />direction, at an angle to Haas Avenue. The subject property is zoned RM-1800(PD) Residential <br />Multi-Family, Planned Development Overlay District. <br />Across the street to the north and adjacent to the east, the properties are zoned RM-3000 <br />Residential Multi-Family District and are developed with various residential uses such assingle- <br />family dwellings, duplex, and apartments (see attached Vicinity Map). Adjacent to the south is <br />the San Leandro Creek. To the west the properties are zoned RM-1800 District and developed <br />with the 20-unit East Apartments and the 44-unit Linvale Townhouse Apartments. <br />The property comprises 50 one-bedroom units and 46 two-bedroom units and has on-site <br />amenities including secured parking areas beneath the two apartment buildings and a small deck <br />area overlooking the San Leandro Creek at the rear of the property. The off-street parking <br />consists of 167 parking spaces which is equivalent to 1.74 spaces per unit. <br />Prior to the January 2007 work session, per Zoning Code Article 24, the applicant had already <br />notified and informed the tenants of the proposed conversion. In addition, the applicant had <br />conducted informational meetings with the tenants. The information provided includes the <br />tenant's purchase rights, tenants' discounts, and relocation assistance. <br />PROPOSAL <br />Site Plan and Unit Mix <br />The property consists of two, four-story apartment buildings, each comprising 48 units; thus the <br />complex totals 96 units. On-site amenities include secured off-street parking beneath the <br />buildings and uncovered off-street parking at a podium level between the two aparment <br />buildings and in the parking areas along the front of the complex facing Haas Avenue. The rear <br />of the property contains a common area deck overlooking the San Leandro Creek.
