ENVIRONMENTAL REVIEW <br />This matter is categorically exempt from the California Environmental Quality Act (CEQA) per <br />CEQA Guidelines, Article 19, Section 15301 (k) as a division of residences into common-interest <br />ownership. <br />PUBLIC OUTREACH <br />The following is an excerpt from the January 11, 2007, Planning Commission Work Session <br />Staff Report. <br />City Council Business Development Sub-committee <br />On Thursday, November 9, 2006, the City Council Business Development Sub-committee <br />reviewed the proposal. The following is a summary of the Committee's comments and <br />recommendations about the proposal. <br />1. The frontage improvements would be an important feature to be considered as part of the <br />project since the landscaped setback would be reduced and vehicle parking would be <br />brought closer to Haas Avenue. <br />2. The mature redwood trees on the property should not be impacted (result in removal) by <br />any of the proposed site work. The large redwood trees appear healthy, attractive and <br />soften the appearance of the four-story structures from the Haas Avenue neighborhood. <br />3. The project appeared to have limited usable outdoor space as it currently exists. <br />4. Since laundry facilities could not be placed in each unit the Committee felt that the <br />required minimum ratio of one washer and dryer per unit should be satisfied. It was <br />recommended that perhaps an apartment unit could be converted to supplement the <br />current facilities and satisfy the requirement to have a total of 20 washer sand 20 dryers to <br />serve the complex. <br />Applicant's Meeting with Neighborhood and Residents <br />On the evening of Tuesday, November 28, 2006, the applicant conducted a meeting with <br />neighbors and the residents. It was attended by approximately 40-45 persons. It was an <br />informational meeting where the following is a summary of what was shared and what was <br />replied to the meeting attendants' questions: <br />L The complex comprised of 96 units ranging from one-bedroom and one-bathroom (530 <br />square feet) to two-bedroom and two-bathroom units (896 square feet). <br />2. The units would be refurbished with new paint, new flooring, carpets, cabinets, counters, <br />dual pane windows, and appliances.
