3. The laundry facilities and elevators would also be refurbished. Some washers and dryers <br />would be added. The proposal did not include a spa or workout room. <br />4. The projected offering prices of the units were $247,000-$287, 000 for the one-bedroom <br />units to $356,000-$388,000 for the two-bedroom units. Discounts and financing packages <br />would be available for the residents. <br />5. There is a relocation plan and moving assistance for persons that choose not to purchase a <br />unit. The moving assistance would come in the form of reimbursement for the moving <br />fees within 30 days of moving. <br />6. A Condominium Owners Association would be created and governed by Conditions, <br />Covenants and Restrictions (CC&Rs) and Bylaws. The estimated Association dues are <br />$300.00 per month. <br />7. The conversion would be phased at approximately 15-20 units per phase. The first phase <br />would likely start at Building A in front and move to Building B at the rear. Depending <br />upon the residents' demand and the market conditions it was estimated that the <br />conversion could range between one to two years. <br />8. The applicant would explore improving the refuse areas in response to residents' <br />comments that the dumpsters provided did not seem adequate. <br />9. Although, a noise study has been completed showing adequate insulation is provided <br />between the units, the applicant would re-evaluate additional sound transmission control <br />measures between the units. This was in response to residents' comments about noise <br />from adjacent units. <br />RECOMMENDATION <br />The proposed condominium conversion is consistent with General Plari policies related to <br />condominium development and affordable housing. The applicant would provide various site <br />improvements including the increased parking supply with redesign, new landscaped <br />enhancements along the Haas Avenue frontage, new laundry facilities, and interior improvements <br />such as new appliances, fixtures, and paint. The use of the site as condominiums would promote <br />property ownership in San Leandro and should remain as a compatible use to the surrounding <br />development. <br />Staff recommends that the Planning Commission forward the use permit for a condominium <br />conversion, modification to the planned development, and the vesting tentative map and <br />condominium plan to the City Council with a recommendation for approval subject to the <br />attached recommended conditions and findings. <br />Planning Commission Staff Report November 8, 2007 <br />Woodside Apartments Conversion to Condominium Page 9 of 10 <br />
