L Identify truck routes for construction debris for review and approval by the City <br />Engineer prior to the issuance of permits. Repair any damage to city streets <br />(private and public) caused by activity associated with the project. <br />VII. FENCING AND SCREENING REQUIREMENTS <br />A. The plans submitted for building permits shall show the location, details and <br />specifications of all the new fencing along the perimeter property lines and any other <br />proposed fencing on the property. <br />B. All fencing shall be structurally sound and well maintained at all times. <br />C. No barbed or ribbon wire shall be installed on the fences, walls, screens or any <br />structure on the property. <br />D. Prior to issuance of a building permit, design and implement City approved source <br />reduction recycling plan and demonstrate that refuse enclosures are sufficiently <br />designed and located for the storage and pick-up of recyclable materials. <br />E. Trash enclosures shall incorporate the same architectural treatment, and use the <br />same exterior materials and colors as the main building, including but not limited to <br />the following: <br />1. A roof or trellis. <br />2. Masonry, steel or heavy timber walls. <br />3. An interior, poured-in-place curb to prevent damage to the screen walls. <br />4. Doors with external hinges to prevent damage from the receptacle. <br />5. Doors of solid metal or with a metal frame with self-closing latch. <br />6. The height of the enclosure walls and door shall be the same height or higher <br />than the bins within the enclosure. <br />7. A concrete pad to prevent damage to asphalt paving. <br />8. A roof and sanitary sewer cleanout, designed to prevent rainwater from <br />penetrating the interior of the enclosure and preclude trash from being blown <br />outside of the bins. <br />9. The cleanout shall connect to a sanitary sewer to prevent contaminated water <br />from entering the storm drain system. <br />10. If any cleaning agent or degreaser is used, wash water must be collected and <br />discharged to the sanitary sewer, subject to the approval of the City of San <br />Leandro. <br />Recommended Conditions of Approval (Revised) December 13, 2007 <br />PLN2006-00059 Page 11 of 14 <br />
