Work Session <br />Item 1: Roll Call <br />Present: Chair Perras; Vice-Chair Reed; Commissioners Kleebauer, Collier, <br />Ponder, Wohltmann. <br />Excused: Commissioner Dlugosh. <br />Staff: Debbie Pollart, Planning Services Manager and Secretary to the Planning <br />Commission; Elmer Penaranda, Planner II; Stephanie Stuart, Assistant <br />City Attorney; Barbara Templeton, Recording Secretary. <br />Item 6: Work Session I <br />(a) Work session on a proposed residential condominium conversion. <br />The Applicant and Property Owner (Kathy Oesterreich, Davidon <br />Investors) is requesting approval of a use permit for the conversion <br />of the Woodside Apartments, a 96-unit complex located at 235 Haas <br />Avenue, to condominium ownership and a Vesting Tentative Map <br />Tract No. 7767 to create subdivision for condominium ownership. As <br />part of the condominium conversion application, the property owner <br />is proposing to increase the current off-street parking supply with <br />the redesign of the parking lot at the front of the property. Work <br />sessions are provided for projects to receive preliminary input from <br />the public and the Planning Commission. <br />Planner Penaranda introduced the project with a PowerPoint presentation. He noted that <br />the subject property, which occupies a 1.8-acre site in a densely developed neighborhood, <br />was originally approved as a Planned Development in 1985. It has 217 feet of frontage on <br />Haas Avenue, and backs up to San Leandro Creek on the southern side. The development <br />consists of a pair of four-story buildings 41 feet tall, with some secured parking beneath <br />each building. Neighboring properties include single-family homes, duplexes and other <br />apartment buildings. The Woodside Apartments complex consists of 50 one-bedroom <br />
