MINUTES Page 12 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 7, 2008 <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Starosciak reported on a workshop on the Countywide Transportation <br />Plan held last month at the Congestion Management Agency. There was discussion on <br />ABAG's and MTC's vision on changing land use and pricing strategies for alleviating <br />freeway congestion. At the workshop, Councilmember Starosciak expressed concern <br />about who would be impacted by congestion pricing. She pointed out that San <br />Leandro's largest employer is the San Leandro Unified School District, and the use of <br />congestion pricing could adversely affect teachers and school staff. <br />Mayor Santos commented that congestion pricing, particularly an increase in fuel prices, <br />could have a negative effect on the overall economy. <br />Mayor Santos reported that the EBDA Board met today, and continued the matter of the <br />controller/treasurer position. <br />B. Reports on Conferences and Seminars <br />Councilmember Starosciak reported that one of her constituents invited her on a visit to <br />the Santa Cruz marina. She noted that it is a commercial marina, and they own their <br />own dredge. Ownership of the harbor is split between Santa Cruz County and the City <br />of Santa Cruz. <br />C. Reports on City Council Committees <br />1. Facilities and Transportation Committee Meeting of December 12, 2007. <br />Accepted as submitted. <br />Councilmember Prola commented that he was an observer at the meeting. <br />Regarding Item 1 of the meeting highlights, the Marina Boulevard/I-880 <br />Interchange Improvements, Councilmember Prola suggested that eastbound traffic <br />entering the freeway should turn right and loop onto the freeway to go north on I- <br />880, rather than turn left and cross over westbound traffic. On Item 2, High <br />Occupancy Vehicles, Councilmember Prola stated that he concurred with the <br />comments made by Mayor Santos and Councilmember Souza. <br />Mayor Santos commented on the need to consider pedestrians in the design of the <br />interchange improvements. <br />Vice Mayor Grant commented on the speed bumps on Evergreen, stating that they <br />are disintegrating. <br />
