CITY OF SAN LEANDRO/ <br />REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />BY: <br />February 4, 2008 <br />John Jermanis, City Manager and <br />Executive Director <br />APPROVED AND <br />FORWARDED <br />TO THE CITY COUNCIL AND <br />REDEVELOPMENT AGENCY <br />Jo ermanis <br />Cit anager and Executive <br />Director <br />Luke Sims, Community Development Directo~ <br />Kathleen Livermore, Planning Manager and <br />Maryann Miller, Planner III <br />SUBJECT/PROJECT DESCRIPTION <br />MATTER OF AN EXCLUSNE NEGOTIATING AGREEMENT (ENA) BETWEEN THE <br />CITY OF SAN LEANDRO, THE SAN LEANDRO REDEVELOPMENT AGENCY, SAN <br />FRANCISCO BAY AREA RAPID TRANSIT (BART) AND WESTLAKE DEVELOPMENT <br />PARTNERS, LLC <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt the resolution authorizing an Exclusive <br />Negotiating Agreement with San Francisco Bay Area Rapid Transit (BART) and Westlake <br />Development Partners, LLC and that the Redevelopment Agency of the City of San Leandro <br />adopt the resolution authorizing an Exclusive Negotiating Agreement with San Francisco Bay <br />Area Rapid Transit (BART) and Westlake Development Partners, LLC. Westlake Development <br />Partners, LLC (WDP), as Master Developer, is proposing to prepare a master development plan <br />for atransit-oriented, mixed-use development located on multiple parcels adjacent to the San <br />Leandro BART station. The plan will be prepared in conjunction with BART, the City and <br />Agency and the community. As provided in the Transit-Oriented Development Strategy adopted <br />September 4, 2007, the subject properties could bring a total of approximately 700 residential <br />units and up to 200,000 square feet of commercial office and retail space to the area. <br />BACKGROUND <br />Anal <br />• The Agreement concerns properties that are identified in the downtown San Leandro <br />Transit-Oriented Development (TOD) Strategy. The TOD Strategy area contains a <br />diverse mix of land uses, development intensities, building heights and circulation <br />patterns. The affected parcels are commonly referred to as Special Policy Area 8: Site A, <br />BART East Parking Lot; a portion of Site B, BART / Westlake Parcels; Site C, West <br />Parrott Sites; Site D, North BART Parking Lot; and Site E, South BART Parking Lot. <br />The properties have also been identified as part of Opportunity Site #24 in the TOD <br />
