CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: January 8, 2008 <br />TO: Finance Committee <br />FROM: Steve Hollister, Assistant City Manager <br />Perry Carter, Interim Finance Director `~..-- <br />BY: Don Brockman, Purchasing Agent ~j/ <br />SUBJECT: Increase in Signature Limits for Consulting Services Agreements <br />Staff recommends that the Finance Committee approve an increase in authorized signature limits <br />for staff, City Manager and City Council for Consulting Services Agreements (CSA). <br />Background and Discussion <br />The City's current signature limits on CSA's have not increased over the last several years. On <br />the other hand, firms providing various consulting services to the City have experienced price <br />and wage increases during the same period. This, in turn, has caused the price of many services <br />to rise to the point where CSA's for the same service(s) may now require City Council approval, <br />or the City Managers (CM) signature where in years past they did not. As a result, additional <br />staff time is required to prepare the agreements and the overall time required to put a CSA in <br />place may be increased. Consequently, staff is recommending an update to signature limits by <br />increasing the dollar amounts that may be authorized by staff and City Manager, and <br />concurrently, the threshold amount requiring City Council approval. <br />More specifically, staff s approval level, as noted in the following schedules, would be increased <br />from $5,000 to $10,000 for Letter Agreements. CSA's requiring City Manager approval would <br />be increased form over $5,000 to $25,000 to over $10,000 to $50,000. Finally, the threshold for <br />City Council approval would increase from all CSA's exceeding $25,000 to all CSA's exceeding <br />$50,000. <br />Current Procedures and Limits <br />Letter Agreement - CSA's under $5000 - require a letter from the consultant or professional <br />firm describing the service, how it will be accomplished, time frame and the complete cost for <br />furnishing the service <br />
