Board of Zoning Adjustments Regular Meeting
Minute No. 2007-23
December 6, 2007
Page S of 16
members' route to the church on Sunday mornings? How would they get to the
church without disturbing everyone who lived in the Manor?
The church members could use as many as four streets to get to the church at the
proposed site. The local residents did not use the streets that led to Catalina at
that time of the morning on Sunday, as he had personally observed. The streets
that led to Catalina were very wide with left turn lanes into the property.
• Member Marr asked how long each service lasted.
The services lasted approximately one hour, 45 minutes.
Member Marr envisioned vehicles leaving the parking lot and the area around
Catalina at the same time vehicles were arriving for the next service.
The situation she described was already occurring at the current location.
Vehicles exiting the church parking lot were directed away from the vehicles that
were arriving. At the Catalina location, the streets were wider and there were
more arteries that the church members could travel on compared to their current
location. He was reminded that just two services would be held at the Catalina
facility rather than three, since the building could accommodate more people.
Member Marr stated that more traffic would occur if more people were
attending each service.
There would be the same number of vehicles as there was currently, so the traffic
would not be any different.
Member Marr asked if one of the streets shown in the photos was a dead-end
street.
It was Doolittle Drive.
• Member Daly asked how many vehicles did he expect the Sunday services to
generate at the Catalina location.
He expected 1,500 people would attend two services, which translated to
approximately 550 vehicles for both services.
• Member Daly asked if Sunday school would cause people to stay after services.
No, Sunday school was in conjunction to the church service. The parents pick up
their children in Sunday school and left the site.
• Member Gilcrest expressed confusion about the parking numbers the speaker
was giving and what had been discussed at some of the past meetings. He
understood that 1,500 was a current membership number and it had been used by
church speakers at the hearings held a year ago. However, the membership was
growing, which was the reason for the relocation. What was the projected church
attendee number increase for the future?
If the membership increased enough to justify a third church service, it would be
added. His brother, the Pastor, could answer the question about increased
membership.
James Lee, Church Facilities Manager, stated that the City had required that the church
stagger their service times to offset the services held at St. Felicitas (at the other end of
the street) and the services held at the Chinese church on Fargo Avenue. They could do
the same at the Catalina site. To avoid dense traffic flow on Doolittle Drive, the church
members would be instructed not to use Doolittle, which was the homeowner's
association concern. Manor Boulevard could still be used, along with Marina Boulevard,
Griffith Street, Wicks Boulevard and all the streets that cross the freeway. However,
Manor could be completely avoided as well as Doolittle. He disagreed with staff's
computation for required parking spaces. For every 50 feet of assembly space, one
