CITY OF SAN LEANDRO
STAFF REPORT
DATE: February 19, 2008
TO: John Jermanis, City Manager
FROM: Uchenna Udemezue, Director
Engineering and Transportation~~,Department
BY: Keith R. Cooke, Principal Engi eer ~ ~ ~ ~ ~~
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
Jo . Jermanis
Cit~ `pager
RESOLUTION DESIGNATING PLACEMENT OF STOP SIGNS, INTERSECTIONS TITLE
VI, CHAPTER 1 OF THE SAN LEANDRO MUNICIPAL CODE (PREDA STREET AT
LUCILLE STREET)
SUMMARY AND RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the installation of stop
signs on eastbound and westbound Lucille Street at Preda Street.
BACKGROUND
Analysis
Currently, the intersection of Preda and Lucille is a four-way uncontrolled intersection. In
response to resident concerns, staff investigated the intersection and determined that the
installation of a stop sign on the minor street approach is warranted. This will clarify the right-
of-way and make the intersection operate more safely than an all-way uncontrolled intersection.
As motorists on the minor street approach this intersection, they may not be aware that they are
in a stop condition. Therefore, providing positive traffic control (the motorists either have the
right-of--way or must stop) would add to the safety of the intersection.
A collision database review found no reported accidents at the intersection over the past three
years. Staffs analysis indicates that the all-way uncontrolled intersection meets the criteria
adopted by the City Council for atwo-way stop sign installation based on unusual conditions.
Staff has determined that the most appropriate right-of-way control for this intersection is the
installation of a two-way stop sign on the Lucille Street approaches to Preda Street.
Current City Council Policy
Not Applicable
