Jermanis <br />Ex~ztive Director <br />~% <br />RESOLUTION AUTHORIZING THE EXECUTNE DIRECTOR TO EXECUTE A $50,000 <br />CONSULTING SERVICES AGREEMENT (CSA) BETWEEN THE SAN LEANDRO <br />REDEVELOPMENT AGENCY AND BUILDING FUTURES WITH WOMEN AND CHILDREN <br />FOR ASSISTANCE WITH DEVELOPMENT AND IlVIPLEMENTATION OF A LOCAL <br />HOMELESS PLAN <br />SUMMARY AND RECOMMENDATION <br />In accordance with this proposed contractual services agreement between the Redevelopment <br />Agency of San Leandro and Building Futures with Women and Children (BFWC), BFWC will <br />research, analyze, and recommend feasible homeless program models (e.g., permanent supportive <br />housing, transitional housing, prevention and supportive services) and assist with developing and <br />implementing the City's long-term homeless prevention plan. This new agreement will assist the <br />City in achieving affordable supportive housing and social service goals based upon Alameda <br />County's Everyone Home Plan, which the City adopted in November, 2006. <br />Staff recommends that the Redevelopment Agency authorize the Executive Director to execute a <br />contractual services agreement for $50,000 with Building Futures to be implemented February 20, <br />2008 to June 30, 2009. This program will be funded through Redevelopment Agency Housing Set- <br />Aside Funds. <br />BACKGROUND <br />Analysis <br />The Everyone Home Plan's (Plan) primary purpose is to end chronic homelessness and reduce <br />housing crises for extremely low-income people with HN/AIDS and chronic mental health <br />problems. The Plan includes a 10-year plan to end chronic homelessness within a broader 15-year <br />housing plan that includes families. The Plan aims to create 15,000 affordable units with supportive <br />services in Alameda County. Finally, it recognizes that homelessness is a regional problem that <br />requires regional solutions and coordination. The Everyone Home Plan provides an opportunity to <br />
