Project Open Doors 3 February 19, 2008 <br />practices in the region. BFWC and the City of San Leandro will work together to achieve homeless <br />housing goals under BFWC's Project Open Doors. Through this agreement, BFWC will assist the <br />City of San Leandro in developing its local implementation plan in accordance with the County's <br />Everyone Home Plan by: <br />1. Facilitating/co-facilitating one to three community meetings to gather input about a local <br />homeless prevention plan; <br />2. Recommending 1-2 homeless program models that are likely to work well in San Leandro; <br />3. Assisting with developing and implementing City's 10-year local homeless prevention plan; <br />and, <br />4. Educating City Council members, boards/commissions (e.g., the Human Services <br />Commission), and the general public about the City's local homeless plan. <br />Current City Council Policy <br />The City Council adopted the FY 2005-2009 Five-Year HUD Consolidated Plan on April 18, 2005. <br />The Consolidated Plan priorities for homeless and supportive housing needs are: <br />• Maintain, improve and expand (as needed) the capacity of housing, shelter and services for <br />homeless individuals and families including integrated healthcare, employment services and <br />other services. <br />• Maintain and expand activities designed to prevent those currently housed from becoming <br />homeless. <br />• Build on inter jurisdictional cooperation to achieve housing and homeless needs. <br />• Increase the availability ofservice-enriched housing for persons with special needs. <br />Previous City Council Action(s) <br />November 20, 2006, Resolution No. 2006-127, City Council adopted The Everyone Home Plan, <br />Alameda Countywide Homeless and Special Needs Housing Plan. <br />City Council Committee Review and Action <br />September 21, 2006, Human Relations Committee -Report on Homelessness in San Leandro <br />Applicable General Plan Policy <br />Homeless and special needs policies in the Housing Element of the General Plan include: <br />Goal 57: Special Needs Populations -Proactively addresses the special housing needs of the <br />community, including seniors, disabled individuals, single parents, large families, and the homeless. <br />• Policy 57.07: Extremely Low Income Persons -Continue programs that meet the needs of <br />extremely low income persons <br />• Policy 57.08: Homelessness -Continue to support programs that prevent or relieve <br />homelessness in the Bay Area. Work with local nonprofits, other public agencies, and <br />community organizations to provide food, shelter, and other services to men, women, and <br />children who are homeless, at risk of becoming homeless, or transitioning out of <br />homelessness. <br />• Policy 57.10: Service-Enriched Housing -Promote social services and programs in <br />affordable housing projects that assist lower income households in obtaining the financial <br />resources needed to increase their housing choices in the City. <br />
