Jermanis <br />G~ anager <br />RESOLUTION APPROVING AN INCREASE IN SIGNATURE LIMITS FOR CONSULTING <br />SERVICES AGREEMENTS (GSA's) REQUIRING CITY MANAGER AND CITY COUNCIL <br />APPROVAL <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve a resolution increasing the authorized signature <br />limits for City Manager (Administrative Approval) and City Council for Consulting Services <br />Agreement (GSA). <br />BACKGROUND <br />The City's current signature limits on GSA's have not increased over the last several years. On <br />the other hand, firms providing various consulting services to the City have experienced price <br />and wage increases during the same period. This, in turn, has caused the price of many services <br />to rise to the point where GSA's for the same service(s) may now require City Council approval, <br />or the City Manager's (CM) signature where in years past they did not. As a result, additional <br />staff time is required to prepare the agreements and the overall time required to put a CSA in <br />place may be increased. Consequently, staff is recommending an update to signature limits by <br />increasing the dollar amount that may be authorized by the City Manager, and concurrently, the <br />threshold amount requiring City Council approval. <br />Specifically, GSA's requiring City Manager approval would be increased from over $5,000 to <br />$25,000 to over $5,000 to $50,000; while the threshold for City Council approval would increase <br />from all GSA's exceeding $25,000 to all GSA's exceeding $50,000. <br />This recommendation was taken before the Finance Committee at its January 15, 2008 meeting. <br />The Committee was in agreement with staff's recommendation and indicated that the item <br />should be taken forward to the full City Council. The Committee also noted that it would like to <br />have the amount of business awarded to various consultants monitored. Staff noted that it would <br />be able to track the various CSA awards and suggested that once any single consultant had been <br />awarded $20,000 in GSA's this information would be forwarded to the City Manager. The <br />Committee indicated its agreement and this procedure will be implemented by staff. <br />
