EXHIBIT A: SCOPE OF WORK <br />The scope of work includes three sets of tasks, as follows: <br />^ Task Series "A" relates to the Housing Element Update <br />^ Task Series "B" relates to amendments to the General Plan for conformity purposes <br />^ Task Series "C" relates to reimbursable expenses <br />The budget allocation for these three tasks is $75,000 for Task Series "A", $20,000 for Task Series "B", and <br />$5,000 for Task Series "C", for a total of $100,000. <br />TASK SERIES A: HOUSING ELEMENT UPDATE <br />Task A-1: Project Initiation and Organization <br />Description; This task includes a series of "kickoff' meetings with Planning, Housing, and other Community <br />Development staff to discuss the project schedule, work tasks, issues, expectations, and logistics. This <br />also includes an introduction of the project to the Planning Commission and City Council. During Task 1, <br />the Contractor will collect data, maps, and other related files and documents from Staff. Base mapping and <br />GIS data issues will be resolved, and protocol for maps and documents will be established. The Contractor <br />will also initiate contact with the State Department of Housing and Community Development to discuss <br />expectations for the project and relevant issues. <br />An important outcome of Task 1 will be a detailed work scope for the entire project which outlines the <br />specific sub-tasks to be carried out, a project timeline, and a list of deliverables. <br />Task A-2: Prepare and Implement Community Involvement Strategy <br />Description: The Contractor and Subcontractor will prepare a community outreach strategy to be <br />implemented over the course of the project. The strategy will include at least three large facilitated <br />community workshops, and two facilitated "small group discussions" with invited stakeholders (including <br />housing advocates, non-profit and for-profit developers, realtors, builders, special needs representatives, <br />etc). The strategy will also include one-on-one interviews and meetings with stakeholders to address <br />housing issues. It will also include briefings to neighborhood groups, homeowners associations, civic <br />organizations, and business groups. <br />Outreach and education will be an important part of the Community Involvement Strategy. Accordingly, this <br />task will include production of multi-media material (brochures, flyers, etc.) that explains the project and <br />related housing issues. It also will include the development, maintenance, and updating of a project <br />website, designed to invite feedback and input from the public. Press releases and other announcements <br />about the project and opportunities for community input will be developed. Periodic briefings to the <br />Planning Commission and City Council will also be included. <br />Consulting Services Agreement between February 4, 2008 <br />City of San Leandro and Barry J.
