ACTION ITEMS <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br />A. Matter of an Exclusive Negotiating Agreement Between the City of San Leandro, the <br />Redevelopment Agency of the City of San Leandro, San Francisco Bay Area Rapid <br />Transit District (BART) and Westlake Development Partners, LLC (provides for <br />negotiating terms relating atransit-oriented, mixed-use development located on multiple <br />parcels adjacent to the San Leandro BART Station). <br />(Taken prior to Item 3-Public Hearings, with concurrence of the City Council.) <br />B. Council Review and Selection of Three Projects for Presentation to the City's <br />Congressional Representatives During the March National League of Cities Conference <br />in Washington D.C. for Inclusion in the Federal Fiscal Year 2009 Budget (selects three <br />projects to lobby for federal funding). <br />Mr. Hollister stated that on March 7, 2008, a delegation of the City Council will travel <br />to Washington, D.C. and meet with San Leandro's Congressional representatives. Mr. <br />Hollister reported on the funding received last year, and he reviewed the list of projects <br />from which the Council can choose the three priority projects to present this year. <br />Mayor Santos commented on his conversations with Congressman Stark and Senator <br />Boxer, and his letter from Senator Feinstein. All suggested that there are no earmarks in <br />the fiscal year 2009 budget, and both senators indicated support for regional projects <br />such as the East Bay Regional Communications System (EBRCS). Mayor Santos <br />commented on a statement received today from the U.S. Conference of Mayors, <br />indicating that the President's budget reflects reduced funding for Community <br />Development Block Grant (CDBG) and the Office of Community Oriented Policing <br />Services (COPS) program. <br />The Council asked questions about the process and discussed their priorities. <br />Engineering and Transportation Director Uche Udemezue suggested that the Council <br />could reserve the City's transportation projects for possible funding through the Safe, <br />Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users <br />(SAFETEA-LU). <br />Councilmember Starosciak suggested that the Council's three priorities be the Senior <br />Center, East 14th Street improvements and the Public Safety building. Mayor Santos <br />concurred with this suggestion. <br />
