2. Discussion on Proposition 1C TOD Infrastructure Application and Resolution <br />City Manager Jermanis introduced Planning Manager Livermore who related that the City is <br />considering applying for Proposition 1 C grant money under the category of TOD <br />Infrastructure. If given consent by the City Council, staff proposes to apply for a grant to <br />assist with funding for Phases 1 and 2 of the Westlake Project, which would be constructed <br />in part on BART's east parking lot. Although no formal application has been filed by <br />Westlake Partners or BART, the City, on behalf of BART and Westlake Partners, proposes to <br />apply for funding that would support construction of a replacement parking structure which <br />would enable the development of approximately 300 housing units. Of these units, 80-120 <br />would be affordable at the very-low and extremely-low income levels. The grant application <br />would propose that all affordable units in the project scope be constructed as a stand alone <br />affordable housing component. Community Development Director Sims added that the <br />Scope of Work identified for the entire Westlake site could include up to 700 residential units <br />and up to 200,000 square feet of office or other commercial space. Sims stated that a series <br />of public meetings would be held during the next several months in order to allow for the <br />community to provide feedback and vision for the entire project. <br />The Committee members expressed concerns regarding achieving quality and consistent <br />development throughout a phased project and the desire for the affordable housing units to be <br />quality construction and similar in appearance to the market rate housing. Consensus was <br />reached that Bridge (the proposed affordable housing development partner) was experienced <br />in constructing and implementing affordable housing in communities and that the Committee <br />trusted them to develop a quality, stand alone affordable housing project. <br />Livermore ended by stating that a resolution authorizing the Prop 1 C grant application would <br />go to the City Council for adoption at their meeting of March 3, 2008 and the grant <br />application would be submitted by the March 7, 2008 deadline. <br />3. Discussion of Amendment to Exclusive Negotiating Agreement between Westlake, <br />BART, the City of San Leandro and the San Leandro Redevelopment Agency <br />City Manager Jermanis reported that an Exclusive Negotiation Agreement between <br />Westlake, BART, the City of San Leandro and the San Leandro Redevelopment Agency was <br />approved by the City Council at their meeting on February 3, 2008. At that meeting, <br />however, the Council moved for an amendment to include a public review and comment <br />process as part of the agreement. Planning Manager Livermore then distributed a draft <br />amendment (attached) and stated that staff wishes to receive feedback from the Committee in <br />order to incorporate those suggestions into an amendment which would go to Westlake, <br />BART and the CounciURedevelopment Agency for approval. <br />The Committee discussed the proposed amendment and agreed that the goal should be to <br />establish a public review process that all significant development projects should undergo <br />prior to construction. Specifically, the Committee recommended that language to describe <br />the public review process be general in terms so that each development project in the future <br />is analyzed and discussed under the circumstances that are relevant and/or important to the <br />2 <br />
