RELATING TO THE EDEN <br />ROAD DESIGN, PROJECT NO. 210-38-295 <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement for design services with Kier and <br />Wright Civil Engineers and Surveyors, Inc. in fl1e amount of $165,650 for the Eden Road Design <br />project. <br />BACKGROUND <br />In 2004 the City received notice from the Alameda County Tax Assessor that a parcel of land, <br />commonly known as Eden Road, was in tax default and was available for purchase. The City <br />recognized an opportunity to improve the parcel with a paved roadway and acquired the <br />property. Since the acquisition, Eden Road remains an unimproved City-owned property with <br />access rights to the adjoining properties. <br />In accordance with the General Plan, a new roadway is needed to connect Business Center Drive <br />at Davis Street to Doolittle Drive north of Davis Street at the San Leandro-Oakland City limit. <br />A committee was formed in 2004 to recommend an alignment for this new roadway. The <br />committee met in November 2004 and again in February 2006 to review alternative routes. A <br />recommendation was made to position the new roadway along the existing dirt access road <br />parallel to and north of Davis Street; Eden Road. The project will provide a second exit from <br />Davis Street, which will allow egress in the event of an accident that blocks travel from the <br />intersection of Davis Street and Doolittle Drive and will provide secondary access to the Water <br />Pollution Control Plant. The project will provide new street fi-ontage and greater access to the <br />remaining parcels which will assist the neighborhood in developing toward its highest and best use. <br />In 2006, the City Council approved a plan line to establish the location of the roadway. The <br />conceptual design calls for a two thousand foot roadway, including: two travel lanes; two bike <br />lanes; a sidewallc along one road edge; street lights; fire hydrants; a storm drain system; and a <br />traffic signal at the intersection of Doolittle Drive and Eden Road. <br />
