EXHIBIT A <br />SCOPE OF SERVICES <br />PROJECT UNDERSTANDING <br />The City of San Leandro recently developed a plan line, which defines the alignment of this new <br />roadway connecting Doolittle Drive and Davis Street. The City either currently owns most of the <br />right-of- way required for this roadway or is in the process of acquiring the additional right-of- <br />way. <br />The City's current objective is to develop a two thousand foot long roadway north of Davis, <br />which will be aligned to Business Center Drive .The roadway is intended to supplement Davis <br />Street intersection at Doolittle Drive in relieving vehicles access to the current Federal Express <br />Ground facility and the Waste Management Transfer Station. <br />SCOPE OF SERVICES <br />The scope of work includes providing civil engineering services for the design of Eden Road, <br />which involves coordination with utility agencies and obtaining an encroachment permit from <br />Caltrans for the purpose of installing traffic signals at the intersection of Eden Road and <br />Doolittle Drive. The following tasks are included in the services: <br />1. Supplemental Topographic Surveying <br />Provide all required survey to supplement an existing survey to completely design a <br />constructible set of documents. <br />2. Offsite Public Improvement Plans: <br />Includes the proposed utility connections, driveways, curb and gutter, and associated <br />work within the public right of way of Eden Road, Doolittle Drive and Davis Street. <br />Includes coordination with EBMUD. <br />3. Storm Water Pollution Prevention Plan (SWPPP): <br />Includes filing of the NOI with the Regional Water Quality Control Board, narrative <br />report and erosion control plan. <br />4. Meetings: <br />An allowance of (25 hours) to attend design team <br />5. Traffic Signal Design and Signing and Striping: <br />Preparation of plans, specifications and estimates, and obtaining an encroachment permit <br />from Caltrans for the new traffic signal design, at the intersection of Doolittle Drive and <br />Eden Road as well as the signing and striping along Eden Road <br />Eden Road Design January 22, 2008 <br />Project Number 964-82-061 Page 15 of 18 <br />
