dredging and dredged material removal could approach $4 million. The Shoreline Enterprise <br />Fund potentially has $1.4 million in available funds. <br />Engineering Director Udemezue explained that a depth survey was recently completed by the <br />Corps to assist in determining a dredging strategy. Two approaches will be considered for <br />the partial dredging -the channel could be dredged to a uniform maintenance depth higher <br />than the 8 - 9 feet typical dredge depth, or only select locations with the highest siltation <br />along the two mile channel could be dredged. <br />Director Udemezue then discussed scheduling of the Corps dredge of the channel and City's <br />dredge of the harbor. He informed the Committee that the Corps would be able to meet the <br />permit requirements to dredge the channel, however, the City schedule in which to acquire all <br />necessary permits and complete the dredging of the harbor would be very tight. In order to <br />dredge, permits are required from multiple regional, state and federal agencies and that the <br />complicated permit process can take between six and nine months. In addition, no dredging <br />is allowed in the bay between December and April due to heron nesting. <br />Councilmember Starosciak stated that due to these time constraints and a desire to take <br />advantage of the federal funding this year, she would like to start the permit process as soon <br />as possible. She also noted that the process could be halted if the City Council decided not to <br />dredge the harbor. <br />Mayor Santos stated that moving forward on any dredging would require approval by the full <br />City Council, which at this time may not support dredging. Mayor Santos pointed to the low <br />occupancy rate of the harbor and the financial shortfalls in the City budget as reasons not to <br />move forward with the dredging process. <br />Councilmember Prola stated he would like to move forward with the dredging and that the <br />City would have two years in order to find funding for the dredge spoils disposal. <br />The Committee agreed that a work session in March to determine future policy is necessary <br />and recommended staff continue to work with the Corps on developing a strategy and <br />completing the required permits for the channel dredging. <br />4. Discussion of Development Team Review and Selection Process <br />City Manager Jermanis explained that the City Council directed staff to explore the use of a <br />Master Developer to better understand the development possibilities of the Shoreline -Marina <br />Area. Staff solicited development team proposals through a Request for Qualifications (RFQ) <br />process and six responses were received. Five development teams were determined to be <br />qualified. <br />Assistant to the City Manager Battenberg explained that in order to evaluate the submittals, a <br />process is being recommended in which staff interviews the five teams using the criteria <br />approved by the Committee in October, 2007 and included in the RFQ.
