This systematic approach would allow for a both <br />qualitative and quantitative analysis. <br />It is also recommended that the Mayor appoint a two member task force to assist in the <br />selection process. Staff would bring a detailed report, including a recommendation, to the <br />task force. The task force could then interview the recommended development team, <br />providing the task force the opportunity to ask detailed questions, and bring a <br />recommendation to the Apri122, 2008 Committee meeting. <br />The Committee discussed the development team selection process focusing on whether or not <br />the task force should interview more than one developer. It was determined that, as <br />recommended, a detailed staff report would be forwarded to the task force who would then <br />decide which development teams to interview. <br />The process of informing the entire Council was then discussed. The Committee agreed that <br />the task force's recommendation would be forwarded to the Council and discussed at a work <br />session in order to obtain input from all Councilmembers. <br />Manager Battenberg then shared that the report included a recommendation to retain Keyser <br />Marston, a consulting firm with extensive experience assisting municipalities in public- <br />private real estate development transactions, to advise City staff and the task force, as <br />needed, throughout the review and negotiation process. <br />Councilmember Starosciak expressed the importance of providing information to the City <br />Council as soon as possible to enable full Council discussion. <br />Recommendation <br />The Committee recommended the following: <br />• Approval of the development team selection criteria <br />• Approval of the development team selection timeline <br />• Approval of the City Manager entering into a consultant services agreement with <br />Keyser Marston <br />5. Public Comments <br />Michael Cook stated that any redevelopment of the Shoreline -Marina Area should be focused <br />around the harbor operations. Mr. Cook cited the Ventura Harbor as a model for marina <br />redevelopment where the harbor operations have created a regional asset. Mr. Cook also called <br />for more transparency in the decision making process. <br />Heidi Finberg, Spinnaker Yacht Club, stated that she has been pleased with the public <br />process, and suggested that those who regularly use the harbor could provide valuable input <br />in the developer selection process. <br />Jude Miller stated she agrees with Ms. Finberg and Mr. Cook and that the harbor attracts both <br />boaters and non-boaters to the Shoreline -Marina Area. <br />
