H. Prior to issuance of building permits, the applicant shall comply with the <br />provisions of the City's Grading Ordinance and the Urban Runoff Clean Water <br />Program. The City requires a grading permit any time more than fifty (50) cubic <br />yards of materials are moved or more than 5,000 sf of surface is disturbed. The <br />Ordinance requires: 1) An erosion control and sediment plan be prepared, <br />submitted and approved by the City prior to issuance of the Grading Permit. 2) An <br />Operation and Maintenance Information for Stormwater Treatment Measure form be <br />completed <br />I. All catch basins within the work area and the nearest off-site catch basin(s) shall <br />be protected with filter fabric, silt sacks or other method as approved by the City <br />Engineer, to prevent silt and debris from entering the on-site and off-site storm <br />drain systems. <br />J. No construction materials and/or equipment shall be stockpiled or parked within <br />the City right-of--way. <br />K. Construction activity within the City's right-of--way shall not commence prior to <br />8:00 a.m. and shall cease by 5:00 p.m., Monday through Friday, unless otherwise <br />approved in writing by the City Engineer. There shall be no construction activity <br />within the City's right-of--way on Saturdays, Sundays and federal or state holidays. <br />Truck hauling activities shall be restricted to 8:00 a.m. to 5:00 p.m., Monday to <br />Friday, unless otherwise approved by the City Engineer. <br />L. The Urban Runoff Clean Water Program requires that all runoff be treated to <br />remove sediment and water borne pollutants prior to discharge into a public <br />facility. Examples of control measures include, but are not limited to: routing of <br />pavement and roof runoff through vegetated swales, vegetated filter strips or <br />landscaped areas in lieu of direct hydraulic connection to the storm drain system; <br />structural control measures, such as oil/water separator(s), sand filter(s), fossil <br />filter(s) or other methods that may be proposed by the applicant and approved by the <br />City Engineer to intercept and pretreat storm water prior to discharging to the storm <br />drain system; and/or other Best Management Practices that the applicant may <br />propose. On projects of this type, this can typically be handled by modifying the <br />existing on-site catch basins to accommodate fossil filters. <br />M. The car wash facility shall be designed and operated such that no runoff from the <br />facility is discharged to the storm drain system. Wastewater from the facility <br />shall discharge to the sanitary sewer or a wastewater reclamation system shall be <br />installed and the wastewater reused with no discharge to the storm drain. The <br />applicant shall contact the Oro Loma Sanitation District for specific connection <br />and discharge requirements. <br />N. No outdoor vehicle or equipment washing shall occur at the site. <br />O. Trash enclosures and/or recycling areas must be completely covered; no other area <br />shall drain onto this area. <br />P.
